How to maintain my parents Green Card who couldn't visit US for more than 3 years.

Additional Details:
My parents (Indian Citizens) received their Green Card on January 2008 and they exit US in the same
month. They neither visited US nor filed application form I-131 (reentry permit form) since 2008.
Now my parents wish to come to US and they filed form DS-117 (application to determine returning
resident status) and form got rejected. I would like to know is there any way my parents can come to
US and maintain their Green Card.
Legal Topic Area: Immigration in IL

They can try to effect an entry but I'm sure their cards will be canceled once they arrive in the US and they'll be turned around to go back home. They have given up their domicile in the US. I'll guess that they have not paid or filed US taxes during that time. Petitions can be done again once their cards are canceled.
