As a Permanent Resident, you can file any petition for a fiancé. You would first have to be married. If you get married and file the I-130 with USCIS, at present you can expect to wait approximately 3 years at the present time for him to be eligible to immigrate to the United States, according to the most recent Visa Bulletin (http://travel.state.gov/visa/bulletin/bulletin_1360.html). However, the Visa Bulletin is updated monthly and the advance or retrogression of a particular category is hard to predict.
