Last week, as the Providence Journal reports, the U.S. Bureau of Immigration and Customs attempted to deport Luis Mendonca. The Cape Verdean national has already been charged with the assault of a police officer and also has two pending shoplifting convictions in Rhode Island. After a hearing in immigration court, Judge Brenda O’Malley ordered Mendonca freed. Despite the criminal charges, O’Malley contended that Mendonca had made positive contributions to society; he is an educated, lawful permanent resident of the United States with both family and community ties.
